Abstract

In spite of the President's Commission on Mental Health (PCMH) identifying children and adolescents as critically underserved populations, there is only one program endorsed by the Administration for proposal to the 95th Congress. Named the Youth Mental Health Service Systems Initiative, and dubbed the “Most in Need Program,” its future is uncertain in an economy-minded Congress. This paper reviews the reasons why children's funding has been inadequate to meet needs in the past and projects how the Youth Mental Health Service Systems Initiative will shape such services over the next 3 yrs. It is concluded that it falls pitifully short of the goal set by the PCMH that there be availability of services for all troubled children and adolescents.
