With the growing ageing population in Europe there is an urgent need to develop tools from a health oriented, societal perspective to enhance opportunities for elderly to live in their own homes and to continue to participate in valued activities (European Disability Forum, 2003). Occupational therapy is a new profession in labour market in Eastern Europe. In the Baltic States disability is still viewed more as a medical rather than a social issue. Consequently, the solutions are limited mainly to applying medical measures. Development of social responsibility and promotion of equal possibilities for active participation in society of all generations is needed.
