In 1989 the Commonwealth of Pennsylvania established a welfare to work program called Job Link. The primary goal of Job Link is to partner private industry with local education agencies to develop training programs that meet the needs of business for trained entry-level employees. The programs are holistically designed to help welfare recipients become self-sufficient and productive, thereby breaking the cycle of poverty. This paper highlights several examples of how Job Link impacts welfare recipients and helps them to move into the labor force.
