Abstract

ObjectiveTo synthesizes and analyses obstacles of implementation with the indicators for emergency preparedness and response of World Health Organization’s guideline on public health emergency and disaster management plan of the offices in the Ministry of Public Health.Materials and methodsA qualitative research by using content analysis, typology and taxonomy analysis from regular reports and public health emergency and disaster management plans of the offices in the Ministry of Public Health to 10 high emergencies and disaster risk provinces.ResultsThe study found that the main obstacles on public health emergency and disaster management of the provincial health offices are incident command system and structure, roles and responsibilities on public health emergency and disaster management in all hazards, lack of potential personnel on health situation awareness and surveillance system including efficiency mechanism and integrating guideline for incident action plan on cooperation with related key stakeholders.SuggestionsThe development on public health emergency and disaster management should focus prior on disaster risk reduction with at least 4 missions such as;Compiling and understanding public health emergency and disaster management.Public health emergency and disaster risk management system.Investing for public health emergency and disaster management system.Public health emergency and disaster management plan.For the National strategy for integrating system development on public health emergency and disaster management would be defined by 4 strategies such as;Strategy 1: Risk reduction for healthGoals/Tactics:Disaster risk managementDisaster risk reductionProtocols and Standard Operation Procedures on emergency and disaster preparedness and prevention related with Public Health Emergency and Disaster ManagementStrategy 2: Operational effectivenessGoals/Tactics:Medical and health emergency operation units/TeamsEmergency operation centerEmergency support functionsStrategy 3: Rehabilitation efficacy buildingGoals/Tactics:Strengthen medical and health rehabilitation for effected peopleBuild Back Better and SaferStrategy 4: Integrating managementGoal/Tactic:Development of the standard humanitarian assistance and coordination for public health emergency in the nation and the international level.
