Abstract

Describes the development and validation of an instrument, the Staff Activity Record (SAR), designed for organizational self-assessment in a university counseling center. The SAR is a 59-item inventory of professional job functions incorporating the explicit goals of the center and is used to describe through daily time recording the pattern of personnel resource allocation in the agency. Ss were the 21 counselors and the administrative head of the center. Relationships among actual time on the SAR and counselors' estimates of the time they spent along with preferred use of time were also examined, and implications for agency resource allocation, accountability, and interinstitutional research are discussed.
